Abstract

Policy-making institutions are essential to any political system in normal conditions, the world political system included, in order to produce the policies that make for the security of the system members. The existing world policy-making institutions have been less and less capable of restraining violence, maintaining stability, and providing growth. The papers examine the causes and effects of the declining efficiency of the world policy-making institutions.
