Abstract

This panel looks at the evolution of the European Commission from the perspectives of public administration, political sociology and comparative politics. It explores continuity and change in the personnels, structures and functioning of the organisation across several Commissions, focusing in particular on the 'political Commission' of Jean-Claude Juncker. The panel includes papers looking at: leadership and accountability at the summit of the institution (including the President, College and Secretariat General); Commissioners' cabinets as the interface between the political and administrative levels of the Commission; and the values and roles of national experts within the administration. The papers draw on new theoretical approaches, mixed-methods and original data (including survey data, interviews, and biographical data). The panel aims to provide a novel assessment of the evolution of European Commission in a challenging context for the institution and the EU as a whole.
