Political, Business and Non-Profit Sectors: Network Embeddedness of Power Structures

Abstract

The role of networking between political, business and non-governmental sectors is explored in various studies. A range of them is conducted within the topics on corruption mechanisms, involvement of business elites into the state decision-making, or private companies affiliated with the NGOs. Though it still is an open question how do these three sectors become interconnected and what interlocking actors can be defined in-between? It is a crucial point in societies under transformation, like Ukraine during last decades,where networking mechanisms form not only cohesive elite groups, but also enable the functioning of the whole system of actors’ recruiting and circulation. Within this paper, the analysis is conducted for the Ukrainian from organizational and interpersonal perspectives. Three types of connections are pictured, including local, national and international. Local networks include regional authorities, non-profit organizations, and main regional enterprises. Next dimension includes ties with main governing authorities on the national level. The last dimension contains connections with international organizations (supranational political formations, multi-national corporations, and non-profit agencies with headquarters outside Ukraine). Biographical method and in-depth interviews with their members are used for collecting and verifying network data. This paper seeks to trace pathways of elite groups, i.e. in case of upward mobility of regional politicians, or when local firms expand their networks of cooperation creating new subsidiaries in other regions. Additionally, the embeddedness of all three sectors is also explored in order to define the informal interpersonal networks that managed to capture power positions on the local and state levels. Therefore, one of the focuses is made on spacial structures and impact of local networks into the development of different regions. Additionally, some clue as to the vector of state development is suggested through simulating of decision-making and information flows within complex networks.
