Abstract

In 2004 the European Union launched its European Neighborhood Policy (ENP) with a view to living up to its image as a ‘soft power’ in its dealings with neighboring countries. Presentation is focused on enlisting challenges and obstacles within the ENP in its policy to Egypt, especially since 2011. The most sensitive issue in relations EU with Egypt is unsatisfactory transformation which has brought this state again in the autocratic system. EU means within ENP are limited to financial help and economic preferences for common market access and democracy promotion.
