Russian Government and Business Leaders' Regional Development Initiatives: Analysis of Projects to Overcome Inequality – The Case of Irkutsk Region, The Russian Federation


Abstract

Time and again the Russian government declares the development of Siberia and Russian Far East to be one of state priorities: the periphery that is rich in resources relevant for state modernization is underdeveloped and not integrated into world market. The government has started to elaborate programs for developing remote territories by forming the State Corporations. Business leaders have proposed some initiatives: the most discussed one is O. Deripaska’s program “Eastern Partnership” to stimulate Siberian regions to increase business contacts. So far, Russian regions are to work out own strategies. The research task is to scrutinize Russian government and business leaders’ plans aimed at developing Eastern Siberia. The paper considers the conflict of two paradigms of regional development: “a region as an outpost” concept (closed regionalism) vs. “region as a window” (open regionalism) on the example of Irkutsk region (Russia). The methods comprise case-study, statistical analysis and expert interviews.
