I Told You Before: Czech Euro-Scepticism Before and After the Economic Crisis

Abstract

The paper is dealing with analysis of discourse of Vaclav Klaus regarding economic aspects of European integration. Main goal of the paper is to analyse substance and changes of Klaus’ discourse on the EMU, common euro currency, ECB and other related topics. Doing this we will cover basic arguments Klaus has been using in order to criticize European monetary integration and fiscal and monetary policies of the EU and demonstrate crucial role played by economic arguments within the general Euro-sceptic position adopted by Vaclav Klaus. Methods of discursive analysis applied to Klaus’ speeches, comments, interviews and other relevant sources will enable us to connect analysis of topics and arguments with analysis of discursive practices, metaphors and discursive strategies he uses. We will cover the period 1999-2012 to match the time-span of functioning Eurozone. Analysis of Klaus’ “economic” Euro-scepticism will serve for comparison with changing mainstream debate on common currency and Eurozone after the Autumn 2008 when economic crisis started. We will try to demonstrate that some of traditional Klaus objections seen as eccentric and marginal in 1999 debate surrounding launching the project have become part of mainstream debate and critique. This will lead us to concluding discussion devoted to reassessment the role of Euro-scepticism as a potential feedback confronting such a notion with more conventional understanding of Euro-scepticism as mere opposition to the EU project.
