Rally Around Another Flag: The Impact of External Crises on Incumbent Support

Abstract

The political phenomenon known as "rally around the flag" effect has been documented in many different countries where support for the government dramatically increases in response to some crisis. However, this effect has only been documented in the country in which the crisis takes place. Does the rally around the flag effect spread to other countries that might be impacted by the crisis? Using Russia's annexation of Crimea the authors test this hypotheses by studying public opinion polls of party support throughout Europe.
