International Relations Theory and Responsibility: Thucydides, Morgenthau, Weber

Do foundational thinkers in international relations theory address the question of moral agency and responsibility? To what extent are their views on these subjects context dependent? Do they offer us frameworks or insights to our framing of moral agency and responsibility? I ask these questions about Thucydides, Max Weber and Hans Morgenthau.
