The aim of my paper is to analyze the differences of scrutiny between the French and German parliaments when it comes to military operations, and mainly European military operations. The idea is to show that even though both countries are engaged in a long term military cooperation and experienced the European defense policy since its beginning in the late 1990’s, there are still crucial differences between the way of democratically controlling the use of force and legitimizing the use of force between Paris and Berlin. The paper will also take into account the recent case of the French and German votes in both Parliaments concerning the commitment in the international coalition against the Islamic State in Iraq and Syria.
