Abstract

Leaders of the blockade against Qatar have shifted their foreign policy decisions tremendously. Nonetheless, history has a different story on the characteristics of the blockade leaders, their foreign policy decisions framework which may help in reading their foreign policy decisions against Qatar today. So, since the establishment of the Cooperation Council in 1981 and until now how can leaders of the blockade foreign policy decisions be described? More importantly, how do the Saudi-led blockade leaders perceive the Gulf Cooperation Council? Is it about cooperation or conflict? And what are the embedded meanings of their foreign policy decisions towards their Gulf neighbors? My research will focus on understanding the leaders of the blockade against Qatar foreign policy decisions by looking at their foreign policy discourse. I will be using discourse theory and discourse analysis as a methodology of research analysis.
