Abstract

Fisheries under the EU’s Common Fisheries Policy (CFP) are to be managed according to an Ecosystem Approach to Fisheries Management (EAFM). The Advisory Councils (ACs), established in the 2002 CFP preform serve today as main fora for interaction of fisheries stakeholders and thence contribute as important mechanisms for implementation EAFM in the regional seas context. Knowledge, expertise and value perspectives of stakeholders collected through the ACs and channeled into the CFP can contribute to a balanced conception and implementation of conservation measures under EAFM. ACs can therefore act to provide valuable information and advice on relevant EAFM tools such as multiannual management plans (MAPs). This paper focuses on the role of the key governance actors for interaction and exchange of stakeholder knowledge and scientific expertise in support of EBFM principles for fisheries management in the Baltic Sea. The Baltic Sea AC (BSAC) established a new working group on EBFM in March 2017, to “deal with interactions between fisheries and environmental conservation objectives in order to contribute to achieving the objectives of fisheries and environment policies simultaneously” (Meeting minutes). The member states council BALTFISH as well as the roles of HELCOM and ICES (International Council for the Exploration of the Sea) will be further explored with regard their prospects and contributions to an EBFM implementation in the Baltic Sea. We focus on how expertise and experiences from the different actors can be integrated to achieve a balance of social, ecological and economic aspects for implementing EBFM in the Baltic Sea.
