Developing a National Park Resilience Framework: A Case Study of Yangmingshan National Park

Resilience is an important, but multi-dimensional concept in the globalized sustainability literature. Developing a resilience framework is an effective way to inform policy makers how to mitigate the impacts to local communities. This study aims to examine and develop a National Park Resilience Framework and apply it to Yangmingshan National Park as a case study. The paper traces the development of resilience through the environmental, humanities, public affairs and political spheres. As other studies have noted, as a concept, resilience involves some potentially conflicts or contradictions. Thus, based on the literature review, the study has developed the dimensions of resilience for the National Park resilience, as follows, ‘environmental resources’, ‘recreation and education’, ‘network connectivity’, ‘institutional efficacy’. The present study applies analytic hierarchy process (AHP) and in-depth interview methods to the field work and provides a methodology and a set of resilience dimensions for measuring characteristics of Yangmingshan National Park that foster resilience framework. According to the research results, the study will provide a Resilience Framework for resilience and conclude that local governments can choose resilience dimensions tailored to their policy priorities and develop a broader sustainable governance framework.
