Abstract

My research asks the question of whether or not lustration policies were effective in the aftermath of Russian hybrid warfare in Chechnya, Ukraine and Georgia. Past studies of corruption in these countries have focused the extent of state exploitation of the forms through which corruption is expressed such as political appointments, and protection from prosecution. This research, by contrast, aims to study how constructive lustration policies have been in combating existing systems of corruption in the wake of Russian hybrid warfare. The research will use a combination of patronage and political economy of war theories to better understand the nature of corruption. Furthermore, this is relevant as there are other current Russian conflicts that utilize asymmetric warfare tactics, including Syria, and examining if past lustration policies were effective may shed light on whether or not they will continue to be so in the future
