It is known that there is an issue differentiation among policy areas on what concerns transposition times (Van Waarden, 1999; Héritier, et al., 2001; Mbaye, 2001; Bursens, 2002; Mastenbroek, 2003; Versluis, 2003; Falkener et al. 2005; and, König et al., 2005). It is also known that the resistance on transposing directives can put in cause the legitimacy of the European project (Bursens, 2002; Haverland and Romeijn, 2007). But what happens when we are confronted with a transnational crisis like the one we are living now? and, How do member-states change their transposition legislative strategies in times of crisis? This guiding question will be answered with transposition data from Portugal and Spain between 2004 and 2012 (median range economic cycle or Juglar cycle) and this paper will be focusing on the times of transposition and their legislative issues.
