Abstract

The literatures on evidence based policy and knowledge utilization have been concerned with the conditions under which evidence is used (or neglected) as a basis for policy-making. In this paper, different models of evidence use, including rational, bureaucratic and government politics models are applied to characterize different institutional setups and utilizations of evidence in the policy process. Based on the applications the models are refined in order to specify the links between evidence strategies and the use of evidence by public authorities in different policy domains.
