Abstract

Regulatory agencies have been created for supervising different sectors as Environment and Finance. During the past years, its creation has been extended for the quality assurance of higher education systems in different countries. However, studies of Regulation have paid small attention to how these institutions operate in the sector. Through a case study in Paraguay, I pretend to understand how one of the most important institutional characteristics of the agency operates in practice: its autonomy.
