Abstract

Public policies in Mexico, specifically on the subject of public security, have always been a matter of public interest regarding the way in which decisions are made, the actors involved and the manner in which they are executed. It is always necessary to do an analysis on the application of public policies to understand the context in which the action to be implemented is located. This study of reality must be clear so that there is no ambiguity at the time of its interpretation. This paper will analyze the public opinion of citizens regarding public policy on security, implemented by the now former president of Mexico, Felipe Calderón Hinojosa known as the "Joint Operation Michoacán" which would be the first stage of his war against the drug trafficking throughout the national territory. An attempt is made to make known what the public opinion was in 2007 regarding said public security plan that was directed mainly against the Gulf Cartel, the Family Cartel and the Knights Templar, but the same plan is questioned about the violations to human rights that was incurred in the state of Michoacán with the presence of the military among the civilian population.
