There were the hopes of the people in Bangladesh that the new democracy would bring significant changes to the many impoverished people in the country but this has not happened. However, the government’s in the different times lacking capacity to deal with those massive problems has led to a gap in the provision of good governance. Today most Bangladeshis are less euphoric because the new democracy has not brought any changes to the lives of the majority of Bangladesh that they had hoped for in 1991 after the fall of military ruler. Therefore, this paper undertakes process tracing to examine the case of Bangladesh and examine how political and institutional factors restrict the effectiveness of good governance programs in Bangladesh.
