Abstract

This paper analyzes the institutional organization of the Brazilian Office of the President - Presidência da República - over time, evaluating its evolution since the 1967 reform of public administration. Therefore, the paper contrasts not just how the institutional framework of the Presidência da República changed across different administrations, but also how it differed between political regimes. The analysis of how the Office of the President has changed over time is important to access its ability to coordinate the functioning of the Executive Branch as well as to establish relationships with the Legislative Branch and civil society. The general expectation is that there is a cummulative process of institutionalization of the Presidency as it increases in size over time regarding number of personnel, budget and ramification of distinct offices, but also that regime change may have played a significant role in increasing the demands placed upon the presidency as it has to negotiate with more actors under democratic rule. Therefore, the incremental changes may be punctuated by a drastic alteration as Collor de Mello, the first directly elected president since 1964, takes office in 1990. The paper will rely on the analysis of historical documents, laws and interviews to assess the institutional evolution of the Presidência da República.
