Focusing on human security as representing as a core norm diffused by the EU’s enlargement process allows for the consideration of EU enlargement alongside other strands of the EU’s foreign policy. Further, it allows for a distinction between the role that human security plays in the enlargement strand of the EU’s foreign policy.
