The ​​evolution of EU science diplomacy policy

This paper will examine the EU’s science diplomacy policy over the past two decades. ​Employing various public policy theories, it examines the policy entrepreneurs, advocacy coalitions, and narratives driving the emergence of the policy area and its subsequent adaptations. It examines whether the rising importance of this policy area ​is emergent or​ the result of strategic​ decisions and planning.
