Abstract

Existing research on populists in power is heavily skewed towards the foreign policies of populist executives and is increasingly blended with the authoritarianism literature. In contrast, populist participation in international parliamentary institutions (IPIs) has received scant scholarly attention so far. This paper aims to alleviate this knowledge gap by focusing on how populist actors communicate about international cooperation and their policy ideas in different IPIs. Using qualitative frames analysis, we analyse speeches by representatives of three populist radical right (AfD, Fidesz, Sweden Democrats) and three populist radical left parties (AKEL, Die Linke, SYRIZA) in the European Parliament and the Parliamentary Assembly of the Council of Europe, delivered between 1 January 2019 and 30 April 2024. The paper aims to contribute to our understanding of how the characteristics of the venue and representatives’ thick ideology shape populist behaviour in IFIs.
