Abstract

This panel revisits a cardinal question of comparative federalism and regionalism, namely what federalism is, how to conceptualise federalism, and whether we can speak of a federalism theory proper. It is organised as a keynote input by Alan Fenna, followed by a moderated discussion with the audience.
