This communication stresses the way the OECD develops benchmarking on employment markets and collaborate very closely to the European Union to prepare the European Employment Strategy. The production and circulation of the numerous indicators are referred to the internal institutional struggles in OECD : the opposition between the Economics Department and Employment and Social Affairs Department. The connection with the European Union follow the same asymmetric structuration and constitute one the key to understand how was developed the European Employment Strategy.
