Abstract

Social economy enterprises and organisations have become a very important economic and social actors in Europe in the beginning of XXI century. Due to specific way of doing business by them which associates economic performance, democratic operation and solidarity amongst members, they contribute to the implementation of important European Union objectives. Particularly they are thought to be very successful in the fields of employment, social cohesion, regional and rural development, environmental protection, consumer protection, and social security policies. Moreover social economy enterprises and organizations have shown greater resilience to the world financial and economic crisis. As we can read in the Social Economy Europe answer to the European Commission’s consultation on the future EU2020 strategy , pluralism and diversity of the different forms of enterprise are valuable aspects of the European Union’s heritage. In order to effectively support the heritage, it is necessary not only a good management at the community level but also at the national, regional and especially local one. Therefore, multi-level governance is a key issue for the development of the social economy. Key issues that arise with the implementation of the multi-level policy in European Union in the context of social economy development should be to coordinate the activities of its actors. Hence, the purpose this paper is to develop methods and modalities to coordinate processes of multi-level government system for the development of the social economy in European Union.
