About

Professor Jean-Michel EYMERI-DOUZANS is a French academic and international expert in comparative Public Administration. He is currently serving his second term as President of the European Group for Public Administration (EGPA/GEAP, IIAS/IISA, Brussels). He is an Exceptional Class Professor at Sciences Po Toulouse, the school of government of the University of Toulouse, and its Vice-Rector for international relations (2010-2016, again since 2021). A graduate from Sciences Po Paris (1990), he took his PhD from Paris 1 Panthéon-Sorbonne (1999). Since his secondment as French representative at the European Institute of Public Administration (EIPA), Maastricht, NL in 1999-2001, interacting with the EUPAN Network under several Presidencies of the Council of the EU, he has worked extensively for the European Commission as advisor, trainer, evaluator in Brussels, and in Candidate and Neighbour Countries as high-level expert in capacity building within EU Twinning Covenants in a dozen of European countries. In France, he has been Chairman of the scientific council of DGAFP, Ministry for the Civil Service, Paris, and works regularly for ENA (National School of Administration). A specialist of the processes of government at the top, the national coordination of EU policymaking as well as HRM (recruitment, training, careers and rewards) in the higher civil service, some of his publications are: La fabrique des énarques (Economica, 2001); Pouvoir politique et haute administration.
