As co-founding Executive Director of Xalgorithms (2016-Present), Joseph is responsible for the "Data With Direction Specification (DWDS)" design, theoretical research and use case integration. His 30-year career in applied economics and free/libre/open informatics involved inventive business analysis and design for companies, governments, multilaterals and foundations. He has worked as a consultant to the World Bank, the Global Environment Facility, the International Development Research Centre, and for a decade he led the formalization of free/libre/open licensing across the Canadian Government, six of those years on staff with Treasury Board Secretariat. The title of his doctoral thesis at U Quebec is "Data With Direction", and he holds an MPhil from Cambridge University (Geographical Economics), and an Honors BA from McGill (Economic and Political Systems).
