This panel represents the diversity of conceptual, methodological and empirical approaches in the growing field of research on “International Public Administrations” (for an overview see for example http://ipa-research.com/publications). To do so, the panel reflects on internal dynamics of international bureaucracies as well as on the relations between states, international organization (IO) bureaucracies and the wider environment of IOs. Key themes of this panel are administrative reforms in IOs, geographic representation of IO staff, political bias in IO evaluations, bureaucratic influence on IOs’ policy output as well as the impact of crisis events on debates within IOs. Methodologically, the contributions encompass qualitative comparative as well as statistical approaches, making use of qualitative and quantitative text analysis as well as interview material and IO staff perception data. Empirically, the panel looks at a variety of IOs, in particular from the wider system of United Nations (UN) organizations (e.g. the core UN, the WHO, the IMF and many others).
