Abstract

Democratic backsliding, destabilization of democratic processes, and the decline in support for democratic values in Central and Eastern Europe have all received substantial scholarly attention in recent years. Despite the progress made on these issues, a number of questions remain unanswered. Is there an order in which specific dimensions of democracy come under attack? Why do backsliding countries form clusters? Does democratic backsliding diffuse across borders? And if so, is the process of diffusion of democratic backsliding distinct from the diffusion of autocracy? What role do electoral systems play in destabilizing the democratic process? Are some electoral systems inherently prone to produce hybrid regimes or to lead to a reduction in democratic quality? Is there a connection between support for democratic values and political efficacy? By combining conceptual and empirical papers, this panel brings forward new research on recent challenges to democracy.
