Abstract

In response to the 2020 coronavirus outbreak, governments around the world have substantially regulated economic, social, and private life of citizens. How did parliaments actually pass emergency legislation? Which control mechanisms were activated? How has the oversight function of the parliament over the executive been exercised? What has been the role of the core state capacity in political crisis management? And is there a link between the delivery of governmental services and the implementation of policy regulations? Bringing together papers that examine government responses to the spread of COVID-19 in Southern Europe, especially Italy and Spain, and in Denmark or Israel, this panel offers lessons on how to handle similar crises in the future.
