At least after the announced tightening of the European climate goals, a massive increase in hydrogen demand seems inevitable to reach broadly climate neutrality by 2050. Many countries, subnational governments, and the European Union released hydrogen strategies, which outline particular applications, infrastructural adaptation, and patterns of international cooperation. However, due to its increasing significance, hydrogen becomes a “political element”, whose usage doesn't remain uncontested. Political debates occur e.g. around issues like reasonable fields of application, domestic production vs. import orientation, or about proper governance instruments (regulation and incentives) of hydrogen. The panel addresses hydrogen politics on various governance scales from a wide range of perspectives. We will analyze regional, national, and European hydrogen strategies and their main foci. Hydrogen affects the political alignments and interests of various actor groups. Therefore, the papers examine emerging conflicts around the production, distribution, and usage of hydrogen, as well as the structures and processes of an emerging international hydrogen economy.
