Regulatory governance in the face of rising authoritarianism in Europe

Abstract

In Europe, the political space is increasingly penetrated by extreme right parties with authoritarian tendencies, leading to the rise of practices and values that are at odds with those underpinning regulatory governance in Europe. Interventionism puts stress on regulatory agencies’ independence and the principles underpinning regulatory policies. Populism challenges their legitimacy, seeking to dismantle technocratic and expert-based rulemaking. And nationalism seems to run against building a common market and EU integration. This panel explores how these tensions play out in practice, in particular the pressures exerted on IRAs, agencies’ response to them and their relationship to the EU regulatory space.
