Abstract

The institutions aimed at increasing citizen deliberation and participation in public matters are not only present in democratic settings but in all types of regimes. This panel seeks to discuss conditions for different outcomes with a particular focus on the possibility of advancing democratization in an era of rising authoritarianism. Under what conditions do participatory institutions serve to strengthen efforts to support democracy and when do they bolster autocrats?
