Abstract

Many forms of authoritarian control over internet access and use require the capacity to manipulate Internet infrastructure. In this panel, we bring together contributions examining different means by which authoritarian governments seek to establish control over crucial internet infrastructure including control through ownership of telecommunications operators. The contributions in this panel further discuss the consequences of control over Internet infrastructure for political outcomes such as freedom of expression or political mobilization.
