This panel brings together papers that examine, in one way or another, the possibility that human rights are in retreat. The various papers interrogate the crisis of international human rights regime or the disproportionate enforcement of the measures taken to contain the coronavirus against minority groups. The panel will also bring into this conversation Croatia and the lack of progress in the transitional justice front, as well as ‘do no harm’ approaches while monitoring human rights violations.
