This panel has a Round Table format and addresses issues related to 'Sliding Doors to the EU. Complementary Pathways and Border (Im)permeability'. The European Union is facing significant challenges at its borders, confronting war and violent conflicts in its neighbourhood, from Libya to Syria, Ukraine to Gaza. The EU's response to the influx of people fleeing conflict has been uneven, encompassing measures such as redistribution, returns, and temporary protection implemented sporadically. Despite the mid-2010s identification of legal complementary pathways into Europe as a goal and duty, the prevailing emphasis leans towards the impermeability of EU borders. The EU, as an inherently adaptive actor, adjusts its policies in response to evolving needs, constraints, and windows of opportunity. Addressing the contradictions within the EU's migration and asylum policy, which presently centres on strengthening the external dimension and collaborating with external actors and third countries on border control, will be the main topic of the discussion among the speakers in this Round Table. They will draw upon their expertise in political science and law to explore how complementary legal pathways might manifest in practice under current circumstances, and what research agenda could capture and explain these tensions.
