Abstract

This panel comprises papers which discuss and assess the consequences of increasing illiberal tendencies and democratic backsliding in EU member states over the last decade from various angles. These include the impact of democratic and rule of law backsliding on the formulation and development of the EU’s institutional and policy responses, the effectiveness of established prevention mechanisms as well as the effects of democratic backsliding in some EU member states on the EU’s internal cohesion and homogeneity of EU foreign policy. The consequences of differences in the character and depth of anti-democratic tendencies in the two most exposed EU member states, Hungary and Poland, are also addressed and compared in the panel.
