Abstract

Independence and control are both longstanding topics in EU agency research. While independence is often seen as raison d’être of EU agencies, the political dimension of agencies, calling for political control, has recently come to the fore again (e.g. with regard to ACER in the field of energy or Frontex in the field of border protection). This panel welcomes papers that analyse control regimes and independence inducing mechanisms (e.g. focusing on different types of control, different stakeholders, agency characteristics or agency strategies), sketch developments over time, reveal possible trade-offs and the like.
