Abstract

Policy actors may change their belief systems during crises to interpret and assess potentially negative consequences. The panel plots this interaction across several theoretical planes – multiple streams, narrative policy and advocacy coalition among others – and methodological approaches – discursive, qualitative and quantitative. The end result is a fruitful conversation among policy perspectives, using different methodologies to specify the paths and intensity of policy change (or stasis).
