Governments set up increasingly complex climate governance systems, and a nascent public administration literature examines differences across countries and explores the effect on emissions. Governments have institutionalized climate into executive structures (e.g. ministries and agencies), legislative structures (e.g. climate committees), and in judicial procedures (e.g. climate laws). This institutionalization occurs across geographical levels, at the municipal and city level, at the national level and in regional organizations, like the EU. This panel presents papers assessing organizational structures and decision-making processes of climate governance, applying qualitative and quantitative methods to explain institutionalization and its effects.
