Abstract

This panel explores the multiple faces of European security by addressing both long-standing and emerging war-related threats confronting the European Union. Against the backdrop of a rapidly changing international order, the panel brings together contributions that examine how the EU is adapting its security policies, governance structures, and strategic ambitions across a wide range of domains, including counterterrorism, defence governance, cyber security, and space. The panel further engages with core debates on European defence governance and strategic autonomy. How can strategic autonomy be meaningfully conceptualised and measured, and which indicators are both analytically valid and politically relevant? To what extent is strategic autonomy becoming institutionalised within EU defence governance, and with what consequences for member state sovereignty and collective action? Taken together, the contributions offer a comprehensive and interdisciplinary perspective on how the EU confronts new and old war threats, revealing the complexity, fragmentation, and innovation that characterize contemporary European security policy.
