Abstract

Russia’s war against Ukraine has triggered a qualitative shift in the EU’s defence governance, pushing the Union beyond its traditional “peace project” self-understanding. This panel examines how supranational institutions, domestic governance structures, and industrial actors are jointly reshaping Europe’s defence order. The panel sheds light onto the EU’s emergent role as a defence enabler and crisis manager, and invites debate on whether these developments amount to incremental adaptation or a deeper transformation of the Union’s constitutional and ideational foundations.
