This panel probes the politics of infringement proceedings in the European Union - the primary rool via which the Commission can serve as "Guardian of the Treaties." Despite being an exclusive Commission competence, infringements trigger the mobilization of a wide variety of actors. Upstream, four papers trace how the Commission and its officials, member states and their amicus briefs, and civil society organizations and their lawyers influence both the process and the outcomes of EU law enforcement. Downstream, one paper considers how the enforcement of EU law shapes public opinion and broader attitudes towards European integration.
