Abstract

This panel brings together academics to investigate how rapid geopolitical upheaval affects foreign policy in Central and Eastern Europe. At a time when long-standing East-West security arrangements are under attack and the EU's strategic autonomy is called into question, CEE states must make difficult decisions concerning alignment, sovereignty, and internal legitimacy. The studies presented here investigate these issues from a variety of but complementary angles. One uses huge language models to comprehend political speech and shows how illiberal framings influence how political actors discuss and justify foreign policy decisions. Another concern is whether historic East-West security systems are breaking down, and what this means for the EU's goals to act more independently on military and strategic issues. Collectively, these contributions demonstrate how external influences and domestic politics interact to generate a diversity of foreign-policy courses across the area. Rather than viewing CEE as a single entity, the panel emphasizes diversity, contingency, and the daily political narratives that shape decisions
