Although most of this architecture is governed by private market actors, there is evidence of increasing steer by states. The panel investigates the roles of states in steering corporations, standards organisations, and technical experts in shaping digital online environments. It addresses questions of digital sovereignty, private authority, and how technical choice is driven by national policy objectives.
