Abstract

This panel brings together papers that ask how protest emerges, evolves, and is governed, and how states seek to legitimise repression in response. Across democratic and autocratic contexts, the contributions examine the interaction between mobilisation, discourse, and institutional settings in shaping patterns of contention and control. The panel raises broader questions about when protest reshapes political order, when repression is accepted or resisted, and how states and challengers co-produce the boundaries of legitimate dissent.
