Abstract

This panel examines how the European Union manages crises under conditions of persistent uncertainty and polycrisis. Bringing together work on crisis-induced policy change, disaster risk management, external relations, solidarity mechanisms, and technocratic capacity, the panel explores how crises have reshaped EU governance. The contributions analyse how institutional reforms, expert-driven instruments, and solidarity policies have expanded EU capacity, while simultaneously raising questions about legitimacy, coordination, and political authority. Taken together, the papers show that EU crisis governance is constantly developing, producing institutional and policy changes that affect both the short and the long term while remaining politically contested. The panel thus contributes to debates on EU integration, governance and resilience in times of overlapping and enduring crises.
