This panel brings together empirical and conceptual papers that identify and examine gaps in strategic communication within transitional justice practices. Drawing from a range of cases and methodological approaches, the papers unpack why and how actors and transitional justice institutions interact with their wider post-conflict contexts, through strategic modes of communication, including silence. Across institutional and group levels, the panel explores gaps in current knowledge and practices around how transitional justice mechanisms communicate their work, the motivations underlying (non)participation in these processes and unpacks the implications of such modes of strategic communication and (non)participation on the wider processes of justice, reconciliation, reparation and peacebuilding. Together, these papers nuance our understandings of how strategic (non)communication within and by formal transitional justice spaces both shape, and are shaped by, enduring legacies of violence and power.
