Diffusion of practices and norms is theorized as being the result of learning, interdependence, coercion, or emulation. Advocacy networks and epistemic communities often act as agents of diffusion, but the mechanisms of this process have not been explored exhaustively. For instance, recent research points out that rankings generate social pressure, which may activate diffusion. This Panel explores novel mechanisms of policy diffusion from different empirical, methodological, and theoretical standpoints by asking questions such as how do global models or country comparisons generate diffusion of norms and practices, and do these novel diffusion mechanisms have theoretical implications?
