Municipalities are sometimes seen as the seeding bed of democracy, not only because they are supposed the make good citizens, but also because new forms of participation and involvement are invented and tried out in municipalities before they go national. Direct involvement in planning activities of government is more easily organized at the local level than at the national level. And citizens are more often directly affected by specific spatial decisions than by general national policies. In a series of papers we will discuss recent innovative ways of involving citizens in local decision making.
